OIAA ACDBE/DBE PROGRAM OVERVIEW 
 
The Airport Concessions Disadvantaged Business Enterprise (ACDBE) and the Disadvantaged Business Enterprise (DBE) programs are two legislatively mandated USDOT programs that apply to Federal-aid dollars expended on federally-assisted contracts issued by USDOT recipients such as the Ontario International Airport Authority (OIAA).  
 
The U.S Congress established these programs to ensure nondiscrimination in the award and administration of DOT-assisted contracts, to help remove barriers to the participation of ACDBEs/DBEs in DOT-assisted contracts, and to assist the development of firms that can compete successfully in the marketplace. 
 
 
OIAA ACDBE/DBE PROGRAM UPDATES 

The ownership of Ontario International Airport (ONT) transferred from Los Angeles World Airports (LAWA) to the Ontario International Airport Authority (OIAA) on November 1, 2016. As such, the OIAA is required to establish ACDBE and DBE programs and participation goals, to be updated every three fiscal years. The OIAA is required to meet it participation goals, or show that it used good faith efforts to meet its goals, annually. The OIAA DBE program for FY 2017-2019 was adopted by the airport commission in April of 2017. The ACDBE program for FY 2018-2020 will be presented for adoption to the airport commission in September of 2017.  The goals for both programs are calculated based upon the relative availability of DBE/ACDBE certified firms as compared to all firms in the relevant geographic market area for ONT.

The OIAA invites your testimony or written comments. Written comments can be submitted in advance of the public meeting. In order that all viewpoints may be heard by the OIAA at the public meeting, testimony at the public meeting will be limited in length to three minutes.
